Fix it in the licence for alterations

The licence is the right place to record scope boundaries, approval durations and reinstatement obligations. Once works start, the negotiation position changes.

Record capacity, not intent

Cooling, fresh air and power capacity should be stated as a measured position for the demise, not as a general building specification. That single number prevents most later argument.
